Not sure about graught Guinness but on the 19th May 1769 Arthur Guinness started selling his draught ale in Great Britain.

So, the answer is, every year since 1769.

Graught Guinness had been on sale in the UK (England anyway) before the Irish discovered it.  It was called London Porter.  You can still get it, our local Lewes brewers, Harveys, do a very nice drop indeed.  ;)
