DHL and Passaport dilema

I have been hassling the passport office for over a month as to where my new passport is and got informed last night that it was delivered to my Turkish address and signed for by a guy called Bulent Ozay on 12 Sept.

I had asked twice for it to be delivered to my UK address.

I asked my neighbour's if they knew of the man and the answer was a definite no

Has anyone come across this problem before.

I live near  the Kaan hotel and Aydin pide just off BMV, does anyone know of a man with that name in that area.

The Passport Office is investigating as i type this letter.

It must be someone local - have you asked Jimmy at Aydin Pide, the guys in the shop across the road, Seluk in the All Aspects office or Ali at the Bike Shop? They must know a lot of the local names.
