Basement- legal Rentals or Not

Don't know where to go or who to ask !!
We are in a block of 14 apartments the basements was converted for rental use a few years back
But it has been mentioned by some of the owners that they cannot be rented or live in by Turkish law
But as you will guess some how they have obtained a tapu for the basement area
Hopefully someone can advise or point us in the right direction

I always thought the basements/bodrums of blocks containing more than a certain number of dwellings  were meant not just for storage but as emergency earthquake shelters. As Anne says Inspector should be able to help.
