Chris, I can see the problem and having been in a similar situation some years ago i can understand your frustration, just a quick point is your communal pump, pumping the water to his apartment? (as was the case with me) therefore costing the you and the other owners money on the supply of electric to activate the pump every time they shower or wash etc, if so then cut him off, I think the legal powers that be would support your actions.

Our apartment is the only one on our block that has solar heated water. The other apts have water heaters and water pipes.....dont know anything about water pumps.

The electric pump gives you pressure Chris from the mains supply to the apartments, do you get a communal electric bill? if so you all could be paying part of his bill for his supply of water.
