Thats not the answer I got from the Belediye this week.They claim it is based on the square metreage of your individual plot,hence different apartments on the same complex get charged different amounts.

Hi Yabanci we went  with some other neighbours to pay ours, we paid for a proper qualified interpreter to come with us and thats what we were told. We are Fethiye Belediye.
