Ok sorry for my ignorance, but I will be coming to Calis for the first time this August. Just reading about the bars with their own beds, how does this work? Are you expected to by a drink straight away, or can you just chill and then enjoy acouple of drinks over the course of the day? any help would be appreciated.

None of the bars have their own beds anymore so you can pay the council collector for using the bed then die from dehydration if you choose. When bars did offer free beds, it was just etiquette to buy a drink but there was no pressure to do so as soon as you arrive.

Since when did the Belediye own the beach??!!

Just get a couple of lilos and use them. Or do what I do, don't sunbathe. Ever.

I think local councils usually own the land that the sand is on ( the beach). However they rarely stop people from using them. Scarborough, for example, stop dog owners using the beaches, when they are walking their dogs, in the summer months. They provide beds to hire but do not mind you taking your own.

The price for sunbeds on beaches all over europe is increasing. In Benidorm for example a bed is 4 euros as is a brolly. Add that up over 14 days for 2 of you and its a hefty element of your budget. Unless youre Scunner and dont sunbathe of course! however - the beach there is spotless!! SImilarly in Ibiza the cost of beds and umbrellas is expensive and can be up to 10euros, but beaches are kept clean there is invariably a beach to bar service provided and the bed people will go out of their way to find you beds and position them as you would want them. Often the beds have thick mattresses provided.
The beds and umbrellas in Calis have been expensive and rubbish, for a while and if I thought that the beldiye were reinvesting the money into the beach as in other popular tourist resorts I would pay without question however the evidence to date would suggest otherwise. There needs to be a delegation from the council to Spain or somewhere in europe to do some 'benchmarking' as to how other destinations do it as they've just not got it right yet.
