Not sure these are the same Pelicans that were there before. Look like younger birds to me.

Not sure what you mean, 'does it matter'? To me it does matter if this restaurant is just having these birds, young or old! as a tourist trap. Where did the original Pelicans go? These ones just seem to be sitting in the same place all the time, are their wings clipped? If so, no I cannot agree with that.
